Bias handle handling

Bias handles normally (with no additional key press) moves like this:

When pressing shift it is possible to adjust the length of each "arm" independantly, like this:

Now I I'm trying to find a way to move the rotation of each arm independantly. like this:

Anybody know how this can be done - if at all?

Do you mean Peak? 

Select the CP, press "P" to "break" the handles.

"O" reverts them to unified.
