If someone wants to check and see if this is a bug and report it.

Right click on one of the tool bars and uncheck "allow docking". The menu will now be a floating menu and cannot be re-docked.
Not sure where to find the option to reset all that so it can be docked.

RMB slightly below the toolbar and the menu appears.

I think this functionality is part of the Windows GUI rather than A:M
