is there a way to constrain hair to stay on the inside of a hood instead of grooming it all?

If your model has hair which will be hidden inside a hood then it is better to build the hair emitters in a way that will allow you to simply turn off the hair, when inside the hood, and turn it on when the hood isn't being worn. You could have a thin band to emit hair just at the edge of the hood.
