Regarding the monthly thing...
The monthly tag provides a historical record allowing forum frequenters to look back in time at matters of interest. A snapshot in time each month also will allow folks to extend their 15 minutes of fame because new users join the forum every day. It will also keep some very important information (as determined by those who care) close at hand as the Top 20 list changes.
I agree, Top 20 can drop in and out all the time I'm just not sure when that dropping will take place. For now... we don't yet have a Top 20 list. March's initial topic is to set a deadline for one to get into place. If there is no interest the light on the Top 20 will likely fade.

I'm not sure what you mean here unless you are nominating those for the Top 20 List. If yes, then I think most of those may be too broad of categories? Its okay for us to spotlight large areas of course and then later we can drill down into them. I've no doubt that Rigging will rate more than a few prime spots on the list. But if that's what you are nominating... done! Those areas of interest are now part of the first working Top 20 list.
I think all will agree that the Top 20 should be fairly specific.
There should be a reason it shows up on the list.
Now, if you mean to suggest moving those topics here under the list.
Get motivated because I'm gonna need some convincin'.
Of course links to those areas are certainly easy to put into place.
