I had this message come up after saving the paint into model and closing out 3d painter.
For some reason its not accepting the decals on the model I'm using v15 web.

Could you try to add a .tga decal in A:M? If that doesn't work neither, your image I/O plugin folder might be set incorrectly in A:M (see Options->Folders). Otherwise, open the image on your harddisk with an image viewer to see if there's anything wrong with it.
