After watching Ratatouille, I'm wondering if any of the TWO characters have the capability of expressive lips, such as the one you see here?

Absolutely, Dhar. I know that TinGirl and TinWoodman can do that...those are the ones I'm positive can. The other characters probably can as well, but they don't have controls for individual sections of the lips like TinGirl and TinWoodman. The jaw would have to be pushed forward using the "in/out" control that is below the "Sync" control on the FACE controllers. You could shape the lips however you want using the "Animation_Controls/Face_underlying_controls/lips" controls.
