Can one of your rigger guys check the dynamics on the witches sleeves. I'm setting the stiffness to 100% (to test) and they're still going crazy all over the place. It's like the stiffness setting isn't having any effect. I don't know if it's a rigging or a program issue.

Nothing major. I set enforcements to 100% in the model and adjusted some of the settings to deal with the moves she's doing in the shots.

Which settings, in the pose slider window or the relationship? Did you simulate the dynamics in an action or chor? By doing that you turned off the simulate on the fly, which now you can't see the dynamics in realtime. If you simulate the dynamics, you just modified the relationship, and saving the model after simulating will permanently turn that option off.
Plus, do not modify the dynamics in the models user properties for just one shot. Adjust from the pose slider window.

I did it in the models user properties as I was doing multiple simulations.....so I wouldn't have to do it constantly in the pose window. The realtime dynamics look to be working ok for here. I simulated in the chors but I don't know how that would effect the model.

When you simulate the dynamics, it turns off the "simulate on the fly" option in the dynamic constraints. If you save that model after simulating in the chor, that option gets saved as being turned off.
