That's a great image to try.
At first glance this looks like a really complex image to attempt... but in reality... it probably won't be "that hard" to pull off and it will look fantastic.
Basic repeating architectural shapes... repeating plants that could be a few plant models with different POSES or actions for variety! Yeehaa!
The toughest part will be the water, the statues, and the people... it's a "lost world" so you could leave the people out... I have trouble with water myself. The closest I got is bags of goop and a few water drops on a tomato. I have yet to even try large bodies of water.

Man I've got to get off the pot before all the ideas I have are snatched up by someone else. I'd thought about this one as well, but I figured it'd be to much work considering my current level of participation (or lack there of ;-) and all those freaking plants!
You could really knock this one out of the park though. I'd like to see some of your modelling style on those old babylonian statues to.
