Its possible that the driver got set to 'Constant' and that is interfering... but eeek... not sure.
When I said that it creates an asterisk I made a mistake. It's not created in the properties area when I try to turn on the master eye target. What happens is I click on off to turn it on but it doesn't change to on. It still says off but in the key creation, it does have it set. It creates on OFF and an ON in that order but it only does this once. If I move the timeling slider and try to click the "show master eye target in the properties, it does not create a key.
Now if the "ON" that it shows actually turn the master eye target on then I could work with it but it's not. Although the key has "ON" as the last action, it is not showing the target in the choreography. I'm totally confused.

EDIT:
I found the problem. I created a separate choreography action for the facial poses. When I was trying to activate the eye bone I had the wrong choreography action activated (green check mark was on the 2nd choreography and I was adjusting the 1st. This caused the keys to be locked.
