I can not change the percentage-parameter of an images in a pose.
Is this a bug in V13e?

Are you using the "show more than drivers" icon?
No, if I change the percent in the timeline (I) the percent in the decal change permanent (II) and not in the relationship (III).

It works for me.
I guess you're just changing the settings under the models properties, not the relationship properties. Expand your Relationship-Action and activate "show more than drivers".
