Is there a way to use the hair system to create feathers? I can't seem to get the system to work period. I'm using v11.0.

Hair Image settings are at the top of the Emitter Properties. Alternatively, you can use the Thickness Graph. It depends on the look you're after:

Here's one example of some stylized feathers using the hair system: (using 11.1i)

For each feather - there are 2 rectangular thin vertical strips that have their normals facing out, in which a hair material is applied. The hair is groomed & the color of the hair is determined by a decal.

One could also use an image emitter (that looks like a peacock feather, eagle feather, etc) for the hair emitter. Just depends on what you are looking for.

There is a very good indepth tutorial on Hash's AM Sig 2004 Training videos done by Ronnie Ashlock. I don't know of another one off hand. Lots of other good stuff on this Training Video as well.
