Toon rendering is a type of approach to rendering light where the shadows and lights areas are very harsh. This is the complete oposite of radiosity which is designed to give very soft shadows and lights. How could both of them work together? One is the antithesis of the other.

Hmm, but what about radiosity with toon lines?

Works fine for me
Ambient Occlusion, 1 bulb light, toon render lines, with objects toon shading set to "Standard"

Here is toon with simple hard gradient.

Oh yeah, Displacement mapping for good measure
(Tweaked it some more)

Yes, you can render radiosity with Toon Render. For all it's worth, I really do not suggest using radiosity with toon render because of the huge render times. You will need specific settings. First of all, you need to turn Lines Only to Off, Override Lines to ON, make sure Render Lines is ON, set the color, thickness, and bias, turn Override Shading to ON, set the Method to Standard and you will get this:
[attachmentid=15493]
Set the Method to Toon you will get this:
[attachmentid=15494]
Set the method to Toon with Falloff you get the same as Standard, and there won't be any visible radiosity if you use Toon Gradient Only.
All Methods took 3 minutes per pass on 9 passes which would result in a 24 minute per frame time.

but think about it though doing this can realy make some creative sceans.the one with just toon set could be use for something dramatic or scary the other looks like a manga book scean.

Like Matt says, there's no real point in actually doing it this way. You can render toon lines in a separate pass, and composite them with the radiosity (or AO) in post. Otherwise you're just unnecessarily slowing your render.
